BACKGROUND

Early 2005, a pre-proposal for a new COST (COoperation in Science and Technology) action :
Evaluation of mitigation options for reducing nutrient losses to surface water and groundwater at the river basin scale, in order to reach targets of the WFD
was launched. The full proposal was submitted mid June 2005, under the program Agriculture, Biotechnology and Food Sciences (AgriBioFood).
The proposal was approved by the Technical Committee (TC) of the AgriBioFood program in October 2005. Upon request of the TC the official name of the action has been changed into:
COST action 869: Mitigation options for nutrient reduction in surface water and groundwaters.
Due to financial constraints of the COST program the proposal was not discussed by the Committee of Senior Officials (CSO) before the end of March 2006, where it was approved.

The following 30 countries participated in the Action: Austria, Belgium, Bulgaria, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Israel, Italy, Latvia, Lithuania, Luxembourg, Netherlands, New Zealand, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey and United Kingdom (see map).
In November 2006 the first meeting of the MC was organized, during which a chair, vice chair, and working group coordinators were elected (see Past meetings). This meeting, organized by the COST office, was also the formal start of the COST Action. During the MC meeting a discussion took place about the scientific meetings we want to organize during the five years after the MC meeting. We expect that in the following years the budget will allow us to organize 2 meetings per year when 2 persons per country are reimbursed per meeting.

The Memorandum of Understanding (MoU) of COST 869 consists of the full text, a list of experts, and a list of references on this topic written by the experts. Please note that the MoU will NOT be updated with new experts or their publications, since it has become an official EU-document.

In 6 November 2011 COST 869 has officially finished after 5 years, so there will be no future meetings. Below you can find information about previous meetings on this website (see "Past meetings" in the left column.

A pre-proposal for a new COST Action was submitted in September 2011. The initiative for the proposal was taken by Sylvain Pellerin and Thomas Nesme (both INRA/ENITA, Bordeaux, France), and interest was already shown from 9 other countries. The title is “Phosphorus accounting and resolving the threat to food security in Europe”. Click for

On 21 October 2010 a small meeting was organized in Amsterdam, The Netherlands, of an Editorial Committee within WG3, as a follow-up of earlier meetings in Ghent and Amsterdam. The purpose was to make progress on the report with an introduction to the database with factsheets. Due to lack of budget within COST 869, the following persons attended the meeting on their own account: Marianne Bechmann (NO), Chantal Gascuel (FR), Georges Hofman (BE), Brian Kronvang (DK), Gitte Rubaek (DK), Oscar Schoumans (NL), and Wim Chardon (NL).
The
report was published in February 2011.



On 29 Sept. - 1 Oct. 2010 a workshop of WG1 was organized in Seville, Spain, by Phil Haygarth, Iggy Litaor, Wim Chardon and Antonio Delgado. This workshop was combined with the 6th International Phosphorus Workshop (26 September - 1 October).
The topic of the WG1 workshop was: Phosphorus mobilization and modelling at the field and catchment scales - dealing with uncertainty across the transfer continuum.

The first Management Committee (MC) meeting was held on 7 and 8 November 2006 in Brussels.

SERA-17 is an organization of research scientists, policy makers, extension personnel, and educators. The mission of SERA-17 is to develop and promote innovative solutions to minimize phosphorus losses from agriculture. The website contains pdfs of many reports, descriptions of 32 Best Management Practices, and links to other related organisations.

In the UK, in Januari 2007 a report was published that discusses various aspects of 44 mitigation options: Description, Rationale, Mechanism of action, Potential for applying the method, Practicability, Costs, and Effectiveness. In December 2011, an updated and extended version of the report was published, containing descriptions of 83 measures, and visit the website with the background of the project of which the report is a product.

In Denmark, in 2007 a report was written (in Danish) that discusses various aspects of 22 mitigation options, e.g. applicability, side-effects, and costs. Click here for the title of the report, and a list of the options.

In Ireland, a final project report was published in 2008 by W. Magette, R. Hallissey, K. Hughes & E. Cosgrove, entitled: Eutrophication from Agricultural Sources - Field- and Catchment-Scale Risk Assessment. Both the full (166 pp.) and synthesis (29 pp.) report can be downloaded here. On 12-14 November 2008 the International Conference: "Sustainable grassland systems in Europe and the EU Water Framework Directive" was held in Wexford, Ireland. On 26 September - 1 October 2010 the 6th International Phosphorus Workshop (IPW6) was held in Seville, Spain. On 3-7 September 2007 the 5th International Phosphorus Workshop (IPW5) was held in Silkeborg, Denmark. The topic of the workshop was: "Diffuse Phosphorus Loss, Risk Assessment, Mitigation Options and Ecological Effects in River Basins". The proceedings were edited by Goswin Heckrath, Gitte H. On 16-19 August 2004 the 4th International Phosphorus Workshop (IPW4) was held in Wageningen, The Netherlands. The topic of the workshop was: "Critical evaluation of options for reducing phosphorus loss from agriculture". On 28 August to 1 September 2001 the 3rd International Phosphorus Workshop (IPW3) was held in Plymouth, Devon, England.
